1. Basic Structures

1-1. VERB (PAST AFF.) ことがあります
　　日本人とはなしたことがあります。

1-2. VERB (NON-PAST AFF.) ことがあります
　　日本人とはなすことがあります。

2. VERB (PAST AFF.) ことがあります

2-1. Meaning:

"have done~"; "have had the experience of ~ing"

2-2. Usage:

Dialogue 1.
A: おすしを食べたことがありますか。
B: はい、あります。／いいえ、ありません。

C.f., To address a past action at a specific time, use 〜ました。

Dialogue 2.
A: 先週、おすしを食べましたか。
B: はい、食べました。／いいえ、食べませんでした。

2-3. More Examples:

バンジージャンプをしたことがありますか。

またパースに行ったことがありません。

3. Verb non-past ことが　ある

クラスに日本人が来る　こと／時／ばあい　がある。
　　　　　　　"Sometimes such and such is the case."

　　〜ばあい　sounds bookish.
